Harpersville takes no action on Vincent

HARPERSVILLE The Harpersville Town Council on Monday took no action on a petition from 57 Vincent citizens asking that Vincent be annexed into Harpersville.
The petition, drawn by the Citizens for One Community, would end plans for a White Rock Quarry in Vincent. If the Harpersville Town Council votes to accept the annexation, the request will go before Vincent voters within 90 days, said Vincent Mayor Ray McAllister.
“I’m going to let the council evaluate it and get back with me,” Harpersville Mayor Theoangelo Perkins said of the request.
Harpersville Town Council Members Randy Wood, Beverly Johnson, Shirley Middleton and William Rayfield each reviewed the petition as McAllister and Vincent citizens looked on. The Town Council declined to comment.
Kim Riggins, a Vincent resident and a petition signer, is a 30-year employee at EBSCO Industries, a company that opposes the quarry. Riggins said she signed the petition because Vincent leaders have failed to listen to their constituents’ concerns.
“We don’t want this quarry to come in and force us out of a job,” Riggins said. “We can’t get any answers down there, so we came up here (to Harpersville). Please take us.”
Lois Garrett, a 29-year employee at EBSCO, didn’t sign the petition, “but I had 15 family members that did.” Garrett said she wants Vincent to grow and prosper, but a quarry isn’t the answer.
“The (Vincent) council just don’t know how to run business, so let the council up the street show them how,” Garrett said. “Harpersville is steadily growing.”
Don Driggers, a member of the Vincent Zoning Board, told Perkins and the Town Council he was unhappy about the petition, which he views as a deceitful act.
“(Citizens for One Community) went behind our backs instead of coming to City Hall to talk to us,” Driggers said. “We could have been approached.”

In this artical, there is an error. The Vincent Historical and Environmental Society was mistakenly referred to as Citizens for One Community. You must ask why a historical society trying to destroy Vincent's history?

You have been trying to say "NO QUARRY" for the past six months. For your information, I do not think we could be any clearer. Now you want to destroy a town to repeat "NO QUARRY". How are you going to deal with it when Harpersville has to address the quarry issue? Request the Town of Harpersville be taken over by Shelby County? I do not want to see a quarry. However, I had rather be a part of Vincent more.

Judy Naugle is one of the officers of the Vincent Historical and Environmental Society. At one of the Vincent Historical and Environmental Society meetings, I gave her my email address to contact me with any updates concerning the quarry. I then receive an email from her about a meeting to support the distruction of Vincent. If this is not the same group, they are sharing personal information without permission.

Anonymous comments, fancy organizational names, catchy political slogans, community outrage, and petitions for de-annexation...
If you would have told me a year ago that these terms were related to the Town of Vincent in any shape, form, or fashion, I would have told you that you were mistaken.
Vincent has always been the underdog of Shelby County and I for one, love the Town of Vincent that much more because of it. I can remember a time when we were a group of people bound as one by the black and gold that most of us wore at our graduation. As of recent, that binding seems to have begun to unravel.
When I drive down the streets of my Town these days, all I see are political signs of two very distinctive sides of a debate that in the end, we are all the losers in.
My name is Jim Roper. My Mother is a previous Mayor of Vincent. Mrs. Roper and my late father, Jim Roper Senior owned a small car lot in Vincent that they ran themselves starting in the early 80's and lasting till present day by operating on sound principles and honest word. You might recognize the name, Roper Automotive from the Vincent yearbook or the football program of years past. We could have probably used the money spent on those ads elsewhere but they did the best they could to support our community and in however small of a way, help the Town of Vincent. My brother started volunteering with the Vincent Fire Department when he was 16 and is now a police officer for the Town of Vincent. I have been running Fire calls with the Vincent Fire Department since I was 14, when I rode my bicycle to the station to go on calls before I was old enough to drive... At eighteen, I obtained the first of my firefighter certifications and began to perform interior attacks on structure fires in and around Vincent, when there was no other form of protection in the area.
If you're new to Vincent, this is who we, as a people, are. We are the family next door that watches over your house when you manage to save up enough money to take your family to Gulf Shores for the weekend. We are the Town that once played Little League baseball on a small field behind the National Guard Armory because we didn't have a city park. We are the Town of Vincent, a small town community that knows each others’ needs and who handle those needs ourselves, as best we can.
....or that’s what we used to be.
The bottom line is that those who grew up here and love our Town are all interested in the same issues and the result; whatever is best for Vincent. Both sides of the quarry debate are fighting for the same cause in the end; what they feel is best to keep Vincent what it is. Some think Vincent needs new life and growth, others like Vincent the way it is and are willing to fight to keep it that way. I find it hard to believe that there cannot be a middle ground.

It is a valid point that Vincent could use more income. It is also a valid point that most of the Town’s citizens would like to keep our Town as clean as possible. I have lived here all of my life and I can't recall a single political action committee that was based in Vincent until a month or so ago and I have seen hard times in Vincent. There has been more money spent on political signs in Vincent in the last few months than the last 10 Mayor and Council elections. The citizens of Vincent, regardless of their personal stand on current political matters, are energized and ready for action but the sad thing is that rather than helping our Town, they are tearing it apart at the seams at the thought of a second quarry in our Town.
“A Second quarry??”
That’s right. On July 3rd of Nineteen Hundred and Twenty Nine, the very same Shelby County Reporter that we are all currently reading printed a piece by W.W. Levie, Pastor of The Vincent Methodist Church, who wrote:
“Just north of us a short distance is one of the finest quarries of limestone to be found in the state. We have a good school for the children of the workers, the Alabama Power Company to run the machinery, two railroads that will carry the freight and a citizenship that will gladly co-operate with any company that might locate here.”
If Vincent is lacking in some areas, history is certainly not one of them. The people who lived here before low property prices drive everyone else this way might remember Vincent’s Centennial Day celebration in 1997, which celebrated the date on which Vincent became 100 years old. A century prior, after the railroad was built, enough people came to incorporate the town [by the state legislature on February 16, 1897] and the town site 2-1/2 miles in each direction from the railroad station was surveyed and laid off in streets and avenues, blocks and lots, which was done in 1891.
The first election of town officials was held April 5, 1897. T.W. Bell was the first mayor; councilmen elected were E.P. Chandler, J.J. Lawley, G.W. Cospers, J.E. Harris and W.W. Wood. I wonder what these distinguished gentlemen of the past would say to Vincent being de-annexed because fifty some people signed a petition? I can’t help but believe that they would stand, united, against the idea. It is time for the citizens of the fair Town of Vincent to do nothing but the same.
The actions of a few are not a representation of the heart of the Town of Vincent, whom is the true voice that needs to be heard. Quarry or no quarry, the thought of doing away with the Town of Vincent must be wiped from the minds and imaginations of everyone who is a part of Vincent and it is the duty of all of you, whom are citizens of our Town to strive to make sure that, happens.

Let me clear the air on some points. The govt. officials in Washington are trying to mess with the healthcare system. The area where they have messed up is not involving the people. You might have watched some of this on TV. The quarry is a devisive issue and the people are being left out again. People on both sides of the issue. I told the Mayor on this type of issue, he should run to the people to get their views, because you never go wrong going to the people. The people I have talked to felt he had not considered their opinions. No mayor or any govt should deny the people. No citizen group is trying to take anything from anyone. What is being done by the petition, is removing the Govt officals ( all of them ) and making sure the people are in charge. Nothing more, nothing less. I am against the quarry, but I understand others are not. The petition will allow for a simple vote BY THE PEOPLE OF VINCENT. NO ONE CAN TAKE THAT POWER AWAY FROM YOU, THE CITIZEN. That is good. Further the vote is what the vote is. This puts you in charge.

I've yet to hear how to fix the problems without the quarry. What about
1. The schools
2. The local parks
3. The debt the town has
4. The roads
5. The Children
I'm sure there is other things i know nothing about that need fixing. How do we fix these things without bringing the quarry in. WE NEED MONEY.
1. Lower sales tax, moving into Harpersville would lower sales tax by 1%. Well thats not going to fix the debt. or help anything else. We need money.
2. Our school needs improvements ASAP. improvement that funraisers will not even make a dent in.
There is a bigger picture here and we need help in this town right away.

Mrs. Riggins you have worked at Ebsco for 30 years and I bet you don't make $30,000 yearly. Mrs. Garrett, you had 15 family members sign a petition. Has any of your family members communicated with the Mayor or the Town Council?
The BLACK residents of Hwy 62 are being lead by individuals with an agenda. Individuals that do not have the best interest of Vincent at heart. Wake up! Speak for yourselves don't allow anyone to control you! I have been at every meeting and only 1 lady from that area has spoken. Perkins, don't allow your personal ties & emotions to cause you to make a haste & bad decision for Harpersville. My advise it for Harpersville to stay out of this mess. The citizens of Vincent has the power in 2014 to elect a new mayor & council. Bottom line...a rock quarry is coming!

We need help, We need money, We need leadership, We need to improve our community and the schools.
Moving to Harpersville may give us better leadership but it will not help bring anymore money into this community. If nothing else it will be less because of the sales tax being 1% lower.
The quarry people have been to the school walking around with a note pad asking what the school needs the most, they are communicating with the people, call it what you want but in the end when all of this is said and done our school still needs help ASAP.
Where are these 57 people at, would you please come to the school and take a tour with the principle. Let us know how you can help.
You knew the kids would win out in Vincent so you take your fight to Harpersville where an ordinance has been past clever clever.
You 57 people lets here your plan to help improve our school and get us what we need. I want to see your plan

I've been reading your post and I am very impressed with what you have to say. I think we need to get a "Vincent Forever" (I hope you don't mind that I use your idea) support group going and I think you would be a great leader in this. Would you be willing to talk with me about this? This would be a very positive forum open to anyone who wants to save our town and it won't matter if they are pro or con Quarry.

Does protecting the history and the Town of Vincent included the river loop and the people who live there? I don't want to see Vincent go away, but I don't want to see the river loop and the people who live there suffer. Perhaps instead of fighting each other, people should fight city hall. I think if you asked the people who signed the petition and who got it started the goal was not to destroy a town but to protect its citizens who felt left out and abandoned by thier city goverment. For those who are against annexation please give those who are for it or thinking about it a solution that will work. Finding towns like Vincent are far and few between, open spaces,not much traffic, working church community,clean water and night stars, it is a real life Mayberry, and keeping it that way does not include a quarry nor does it include letting go of it's history. I don't have the answer, maybe someone out there does. If the people are truely willing to sacrifice the businesses and people on the other side of 231 for money then perhaps there isn't much of a town after all. Leadership is needed,answers are a must, and all the "outsiders"were wrong, the people of Vincent aren't asleep at the wheel.

This is the biggest "joke" I've ever seen. Do you people, who are in opposition of this proposed quarry not understand? The ol' term money talks, well, that still stands true today. You can't take a company with a multi-million dollar budget, and fight them with a 500000.00 dollar budget. Vincent simply does not have the money to fight this, and better yet, if a company has spent almost 11 million in property, you can rest assure that they will get what they want. The bad part is they've came in and tried to work with the town. They've agreed to give 1.65 million dollars to the City of Vincent to update resources. The ones of you think that the answer is having Harpersville take over Vincent are dead wrong. Harpersville has been a greedy money pit from the word go. They've had a speed trap town for years, for the purpose of income. The City of Harpersville would love nothing more than to be able to get their hands on the money that White Rock is putting forth, and thats exactly what they'd do. But say they didn't, say they wanted to take the good role and "fight" this thing. White Rock will take this to a state level, file lawsuits, and make whatever town it is prove "just cause" as to why the land will not be re-zoned. The next step is that the town(S) will lose the lawsuit, because they can't prove otherwise, and the quarry will still come, and no one here will see revenue, except what little bit of tax base they can receive off of what leaves by truck. What now? NOTHING. ABSOLUTELY NOTHING. The only way that this company will not place a quarry here is if there were some kind of endangered species or a native american burial ground. So for everyone who thinks that the signs, and the crowded city hall meetings and t-shirts are doing some good, ask the people who live on Autumn Dr what they think? This will be the first time they've had a paved road since the first person lived there. Or ask the people who have kids that attend Vincent Schools, the ones who actually care if their kids receive a good education, because Vincent isn't Oak Mt Schools, and we aren't gonna get the money from the county they get there. Or, for example, lets think about if each one of us were holding council seat. Its our responsiblity to listen to our constituents, but also we took an oath to keep the best interests of the town in mind. There are quarries all over the state, most of you drive by them and never know they are there. I live in Vincent, I chose to live here, I chose not to live in Harpersville. I do not need anyone dictating where I live, at the means of "stopping the quarry." Open your eyes people and for once make an educated decision before you draw a conclusion. One persons says sinkhole, the hole"pun intended!" crowd of ya'll jump. Yes the quarry is coming, but you don't have to stay here, move away, but chances are there will be a quarry there too!

To the Vincent Historical & Environmental Society: You formed your organization to preserve the Town of Vincent, a town with a history of more than 100 years. You stood before us as a group of people who loved this small town that you moved to or were born into. You said that you would like to take on city projects to better the town and now that you seem to be losing ground in your battle against the quarry you form yet another group. Citizens for One Community. SHAME ON YOU for using the real citizens of Vincent for your own agenda.
I think that the people of Vincent are more than able to address their concerns and wishes in more civilized ways. The mayor and council are elected officials, just as they are in Harpersville. In no way have they allowed any industry into Vincent and I feel confident that they will consider all the facts and do what is best for the town and uphold the wishes of the majority of its citizens. It is their duty to listen to all of the citizens and landowners of Vincent. White Rock Quarry , who is probably the largest land owner in the town, deserves to be heard, as does Ebsco who is the largest employer in the town. This is a democracy.
Harpersville is a wonderful community but why would they even consider annexing Vincent. It would be political suicide for Mayor Perkins. The only way that it would be beneficial for them would be if the quarry were approved. A towns zoning ordinance can be amended as the town desires or needs. Wouldn’t their ISO rating drop with more area and people to serve and no additional funding to do it? Sure, they might gain a park, but that too comes with responsibilities and expenses. (By the way, this came to pass with the hard work of elected officials) Harpersville has it’s own problems. Have you noticed the for sale signs in town or the vacant businesses. These are hard economic times for everyone.
Someone please tell me based on facts, not heresay, what illegal acts have been committed. There is so much rumor repeating that I’m not sure what the facts are any more.
IF Vincent were annexed, would there be any representation for the citizens of Vincent before the next election? Is our school to be renamed? Do we keep our post office? New zip code? New address? What about our bank? Where would our city employees go? The Vincent Water Board? I thought we had the best water ever? How about sales tax? Up or down? Who gets credit for having the oldest Christmas tree?
There was a wonderful article in the Daily Home recently that was an essay, written by someone who passed through Vincent often , about his observations of the town and one of its families. His words made me stop and think. Vincent really is a nice town with good people.

The Vincent town council is crying outrage now. How did they think the people would feel when they secretly made deals with outsiders to destroy the quality of life of the city they are now saying they love. I am curious about where democracy fits into the equation. Maybe they are afraid their behind the scenes dealings will not be realized. If we are going to be honest; then let's be honest. The donation to the school was merely and effort to buy the parents (like it appears they have bought the council). We are not blinded to the needs of our children. This is one of the reasons we are fighting so hard to keep the noise and dust out of Vincent. Sure the quarry people have money. If they were really interested in helping our school they could have gone in and met the school needs. BUT THEY DIDN'T!!! What they did it appears is give what they felt would appease backward, uneducated, uninformed individuals who would not be smart enough to know the difference.
Shouldn't we be asking why would people who have lived in Vincent all their lives and love the city suddenly be considering de-annexation? These people are fed up with the lies and deceitfulness of the Town leadership. The backroom type council meetings being held that do not allow the people to hear what is being discussed and do not accommodate all the citizens that are attempting to attend. Why do the citizens feel the council and mayor are representing and protecting White Rock’s (no one from this company lives or votes in Vincent) interests instead of the citizens that voted them in to represent and protect their interest.
These council/mayor pretend they are for the best interest of the city, but have they once take an opportunity to find out what the citizens want? Are the council/mayor the only smart people in Vincent that are capable of deciding what is in the best interest of the city? or; Are they simply blinded by their own greed?
It is strange to me why the elected officials refuse to listen to their constituents. One commenter stated there has to be middle ground and there is. These Vincent citizens would love to remain members of the town of Vincent but more than that they Love their right to democracy. These loyal citizens feel they have been forced to make a choice between retaining the name of the town they love or their right to have a voice in their government. This decision was not an easy one and came at great cost. But no one wants to be told their voice is of no consequence.
The town council/mayor can remedy this divisive issue by allowing the citizens of Vincent to vote on quarry or no quarry. This has been presented to the council/mayor but they refused to hear this sound reasoning. These individuals felt the only way they could force a vote is to take this drastic step and bring a vote (thus giving a voice to the people) on annexation. Continued below

Mr. Driggers is not the only one that loves Vincent. You cannot imagine how difficult it was to decide between the name of the city I love and the health of the children and citizens of that town. When the elected officials refuse to hear the people the people are forced to take drastic measures and this is one such measure. If we thought we could trust the city official we would have continued pursue these avenues. But when former members of the zoning committee and their family property were bought by White Rock so they would not be exposed to all the disruption when the quarry starts operating, trust is not high on the list.
Do not be diluted we love everything about Vincent. This is why we are passionate in our fight for it. Our cry remains let the people vote quarry or no quarry. Why are you afraid? Have promises been made that would prohibit democracy? Thou democracy is old she is still the best. If you let the people vote quarry or no quarry there would be no need for Vincent or no Vincent.
Additionally, why would Harpersville not want the annexation of their neighbors and friends. We all attend the same school and events. The only reason for not allowing this annexation is if the citizens of Harpersville rejected this annexation and this does not seem likely as the quarry will affect these people also.

The problem is that you have been lied to by the Naugles and the Mudds. They are in this for one thing and one thing only, to feel important. You can see from my posts I had rather not see a quarry. These people involved with the Vincent Historical and Environmental Society would love nothing more than to see Vincent and Harpersville laying in ruins. Do not be their means to this end.
It is likely the quarry issue will be settled in court. This means a judge in Columbiana will decide the case. Who do you think gets a quarry in their back yard? This will happen whether it is Harpersville or Vincent.
Instead of following the lead of the Naugles and the Mudds, looking for enemies under every rock. Try looking for friends that will help you address the issues you have.
I will repeat my question in earlier posts. Why does the Vincent Historical and Environmental Society want to destroy a town over 100 years old? This includes the area of Hwy 62.

I do not agree with some of these posts, opinions or people involved, but I would rather argue intellectually than show an absence of intellect by name calling.
While we are at it, why do some of you call for people to leave or quote; "GO HOME" just because they do not agree with you?
This is still a free country where we are allowed our opinions (hopefully respectful) and free to choose where we live. If we operate under the premise that only those born in Vincent have a right to speak and only their wishes are important then you what climate do you create for any business to feel welcomed here?
Small town America is not usually associated with this kind of attitude, people are going to disagree, it need not descend into insults.
It never ceases to amaze me that some folks are happiest being mean and when they are losing the argument they resort to name calling and personal attacks.
I will say this one last time, I am against this quarry from personal experience living by two of them previously. That does not make my opinion the end all, but it does give me a strong position in knowing what the reality is.
My choice in this is based solely on that and nothing else. I have not been "swayed" or "incited to act".
If that makes me or anyone else with a differing opinion an "IDIOT", then I must question which dictionary you consult to apply such a defamatory definition.
If there is any anger to have here it should be against the council, mayor and zoning board for starting all of this and not giving the citizens any voice when they were first approached by WRQ.
This has by no means been a public debate from the beginning because the citizens were kept in the dark. That fact has been proven despite attempts to revise it.

EBSCO has allowed me the luxury of raising two beautiful girls. I did not have to miss out on school activities that they were involved with. (EBSCO GO & COME) I was able to carry them to the doctor and dentist. (EBSCO INSURANCE) Being able to stay home with them when they where sick. (EBSCO SICK PAY) I have had the luxury of going on vacation. (EBSCO (VACATION PAY) In the pass years I have had family members to claim their crown in heaven. I was there to see them off. (EBSCO FENERAL PAY) And most recently received a very nice monetary gift for my 30 years of service to VULCAN INFORMATION PACKAGING a proud DIVISION of EBSCO. But by me being a child of God I don't see everything in dollars and cents. Family, love, respect, dignity are more important. As I was saying, EBSCO has allowed me the luxury of a stay-at-home-mom, while working. My daughters are women now. The oldest is a district manager of a chain of stores. The youngest recent graduated from Troy University and employed with a magazine firm. So please don't waste time feeling sorry for me because of the amount of money I make. Not once have I resorted to embezzlement nor stealing. EBSCO and I are doing just fine.

Wow this is like locker room smack talk! I think the best way to hide something is to put it in plin sight. Case in point. As a matter of consideration maybe Naugle is just placing hereself into a very much of a big win by organizing the society and getting thoses people on the loop to follow her and Mudd, and where is all of this legal assistance coming from, we all know that legal support is not free? Maybe Mudd is in the middle of this as well to complete sale out. Who would be best to win in this battle. Naugle must know someone with WR this is just too coincidental. Now she and Mudd have some 40 house holds ready to do something. If Harpersville and Vincent were to merge and WR did come in anyway, I heard them say that they (WR) would buy out other property.
Now for the closed door thing I keep hearing about, Wonder just how Harpersville got involved in this? is it that the Naugles got with some of the folks in Harpersville behind doors to work this deal out. As I see it neither Vincent or Harpersville have a right to say anything about close door meetings. It is clear that this is going on behind everyone. Say what you want, just look around.. Who is in position to gain the most.... and who is not...

Opposers of the quarry have been at every meeting voicing their opinions with no acknowledgement. Maybe they felt they had to do something that would get someone's attention.
If you have not been at a council meeting you have missed how the leadership of Vincent has belittled citizens in front of everyone. Citizens that voted them in.
Registered voters will have the say now, so if you are not registered you better do so. FAST

I know you must be a host of information or at least you let everone think you are. I have been to several meeting and have not heard or did not hear what you said, but I guess you only hear what you want and make up the reast to fit what you are saying, you know to make you look good!!
I have been in these meeting where I did not hear members of the council or the Mayor not respond to stupid questions that could not be responded to other than to say that is the most stupid question I have head. Maybe you were one that was asking such idiotic things.
As for a Better FD maybe you should be more familuar with what you are saying. Did you know that the FD/EMS gets paid for comming to Vincent for an emergency... Did you know that the PD does not come uless they are called to help. I think if you checked with the Police Chief or the Fire Chief would be happy to tell you that Vincent and Harpersville are just fine with the agreemement and would continue as is without input from people that have no idea what they are talking about but love to hear themselves talk.
Rember get your facts together and then state the fact and not just talk to be talking. I am sure that the FD or the PD would be happy to assist you with facts...

I stand behind what I have written. I am just a citizen that is concerned about the town of Vincent. Vincent even if annexted into Harpersville will still be Vincent just as Crestwell is Crestwell. I think a lot of facts are being manipilated to scare people.
Several post are attempting to get personal but this is truly a matter of the right of a people to have voice in their government. I refuse to get on the level of name calling.
Vincent4ever you have repeatedly addressed me even calling me an idoit. You say you are against the quarry all well and good. What I am for is the people and their rights. Whether the quarry comes or not it should be the will of the people.
While there has been discussion about the 100 year history of Vincent I ask that you examine the long history of democracy that has allowed Vincent to attain that history. Do we really want to sacrifice our freedom and liberty in this case and where do we stop giving up our constitutional rights?
I would like to believe that adults could intelligently discuss issues and respectfully reach a conclusion. It is being said that those signing the petition want to distroy Vincent and it's history. Kim Riggins reveals one thing in her post, it is the reason to fight the quarry, city hall, and what else one has to do to keep it. Vincent is a way of life. God bless you Kim for revealing it.
Vincent is neighbors, being able to see the stars, hearing the night sounds. Vincent is about raising a crop, walking across the pasture, raising your own steak. If there is a quarry, there is no Vincent. Everything within two miles will be consumed by sinkholes, covered with dust, and the night sounds will be lost to the sound of the quarry.
Who of you will even consider to send your 5-6-7 year old baby to "that" school. None of you, you'll spend your last dollar to move away, and there will soon be no school.
The failure of leadership has caused the change to Vincent. Either we allow them to destroy Vincent with the quarry, or we change Vincent to Harpersville.
One way Vincent lives , the other Vincent dies. Citizen's for One Community are to be thanked for allowing us to protect our way of life.

The Harpersville Fire Department does not get compensated for running calls to Vincent. The Fire Department does collect revenue from transporting a person from Vincent to the hospital but they do not receive any compensation for non-transport calls or fire related calls. The Harpersville Police Department is called to Vincent quite frequently because there is not a Vincent Officer on duty at all times. I'm not picking a fight just letting you know the truth.

You do not seem to understand what have been trying to say. So let me try this another way. This town is near and dear to my hart and everyone of my friends. We want to keep the town we love a town. This group may have already divided this town to a point where it may never recover. Regardless whether we are Vincent or Harpersville. So I guess the way you feel about no quarry is the way we feel about this town. We are willing to fight for it.
In a Democracy, there is suppose to discussion and debate to come to the best solution. Where is this? I have been to a few of the council meeting and I was embarrassed by the actions of most of the ones that spoke. It was so crowded that I was not able to make it into the council room. I could not even hear what was said by the people at the table because of statements being made by the people in the audience. This is crazy. How can someone have healthy debate over issues with this type of activity going on? So you pick someone to blame and go for it. It you chose to blame the Mayor and Council. In the war against the Mayor and Council, the Vincent Historical and Environmental Society decided to drop the nuclear bomb without concern for the collateral damage. The collateral damage is that town will forever be divided. How does this help the cause of stopping a quarry? It will not.

Isn’t Vincent part of the United States of America? Aren’t we all American’s? Many American’s have given their life to ensure we have the right to express our opinions and be heard. I don’t know the answer to the issue with the quarry, I only know how I feel. I do know that we are all passionate about this issue, it concerns our way of life, our future, the future of our children, and the future of our town. Everyone thinks their opinion is right; resorting to name calling and insulting someone’s intelligence is not the answer. It is our job as citizens of Vincent to gather all the information and decide what we as individuals think is right and vote accordingly.
I was not born and raised in Vincent; I had the great fortune of marrying into a family whose roots run deep in Vincent. As a child I moved from city to city, country to country and I can tell you that this is where I want to raise my children. Where else can you catch fireflies on a summer night? Smell the dirt when the fields are turned for planting. This is my home; this is where I want to live. I love this town, the people, and the land. As adults we have the task of making tough decisions, our friendships and families should not be the cost of one’s convictions and beliefs. When this is all said and done, we will still be neighbors, friends, and co-workers. We will still shop at Smith’s, go to church and go to school events to support our children. Regardless of our point of view, we are all citizens of Vincent and will always be part of Vincent and its history.

VHS81, you truly do not know what you are talking about!!! If you have ANY proof that the Vincent City Council is "keeping secrets and filling their pockets" show everyone. That is illegal and should come out. You don't have any proof because it has not happened. Then, you make allegations about the harm the quarry will have...again without any facts whatsoever. When your argument is weak, you simply resort to baseless accusations and fear tactics.
On another note, has anyone seen the papers incorporating the Vincent Historical and Environmental Society? Two things to note. First, Charlie Cantrell is a named Director. Second, the only stated purpose of the group is "to help benefit the citizens and town of Vincent through historical and environmental endeavors." That is a joke!!!!! This group is trying to destroy our town!!! If this is the help we will get from them, we don't need it. We will not let them take away our history. Go Quarry!

Savevincentnow are you still reading the Blog? Do you still continue to be impressed with Vincent4ever? Be careful of whom you seek to work with.
Simple questions that need simple answers,
• How many jobs will this quarry provide?
• And how many of these positions will WR have already filled when this quarry come to Vincent?
• In actuality, they will not be bringing as many jobs as they are proposing they will bring, if position are already filled.
• A quarry, is not a typical place that employees many females.
• How many Vincent/Harpersville residents have license to operate or can operate the equipment used in operating a quarry? (forklift, frontloaded, back hoe, CDL, a hauling truck)
• How many residents have a license or degree to fill positions for explosives?
• Again I ask, how many people in the Vincent/Harpersville area will WR hire?
• How many jobs will Vincent/Harpersville Citizens, not the new Citizen that will be relocated to the area by WR?
So the council as well as some of the Citizens is willing to lose a company that has been a part of Vincent’s History for decades, and has apparently been successful, has provided jobs and jobs opportunities for the local area and several surrounding areas, a company that employs approximately 200 people.
Hometownboy, what meetings were you attending? The Citizens asked simple questions, not stupid questions, although they do began with the letter “S”, there is quite a difference in the definition. You can understand that can’t you?

Vinent4ever if a crowd of people gather at a council meeting, apparently the people wants to be heard. These are the same people that you stopped to listen to when you were running for office, remember back then when you would stop and listen to them and hear their concerns. These Citizens are asking for that same opportunity now, that you the council stop and listen to them and their concerns. However the response from the council is different now that they have been elected. They refuse to stop and they definitely do not listen or respond to Vincent’s Citizens. If the facility the council selected to hold the meeting was crowded , it seems logical that someone on the council would make a motion to move the meeting to a larger facility in order to accommodate the Citizens and provide microphones so that everyone could hear and be heard.
Now who was it that mentioned coming to the council to ask questions? Vincent4ever and Hometownboy, were you at the meeting on last night? How many questions did the council address? If you were there, you as a Citizen of Vincent should have been embarrassed by the way the council conducted the meeting, especially consider the fact that the press (channel 42) was present. The meeting was scheduled for 7:00 p.m. and it was over by 7:10 p.m. Please inform us of how rude this crowd was; I’m sure that had to be the reason for such a short meeting, remember what Channel 42 aired last night before you try to make up an excuse for the council. What the council did last night was embarrassing and inexcusable to the Vincent Community.
As far as being deceitful, the council did not inform the Citizen’s that they were planning to bring this quarry to Vincent. So what make you, the council or anyone else feel the Citizen for One Community should share their plans? Perhaps the Citizen for One Community would have provided this information to the council if the council had answered questions and listened to them

If information was given, it was to a select group of people and not all the Citizens and definitely not the Citizens living in the River Loop area. And the council has yet to meet with the Citizens and address concerns or answer questions. True they are holding meeting but they are not allowing the Citizens to talk, so what purpose are these meetings serving?
I keep reading about wanting to destroy Vincent, actually a couple of Bloggers made “destroying Vincent” an issue, when actually it is not the issue, bringing the quarry to Vincent is still the issue. However, from what I’m reading on his Blog, it appears to be true, one group, Citizen for One Community and its supporters want to keep Vincent in tact, the way it is, and one group, the council and its quarry supporters want to bring in a quarry. Hmm, this answer seems too easy for anyone to get confused as to who is trying to destroy Vincent and who is trying to keep Vincent in tact. With this quarry, several acres of land and trees will be destroyed, it will destroy the Community in which several people still live, it will destroy the air quality in the area, regardless of what WR has said, you should do some research, the water will be affected and who really knows what other damages this blasting will cause. Keep in mind, WR want to build a quarry, they want to make money, so naturally they will tell you the Citizens anything and they may go as far to even give you documentation of “their findings” you have a computer, you do your research.
I understand that WR purchased several pieces of properties, bought out several home owners. Has someone thought to look how ironic it is that WR purchased land up to a certain point and then just suddenly stopped. Of course that is a whole different issue in itself, but it’s worth looking into, why don’t one of the council members address that issue, or can they?
Another issue, Shelbycitizen you are asking VHS 81 for proof, have you presented proof that no money was exchanged? Do you have proof that bringing the quarry will not cause harm, if so you should present your proofs to the Citizens, since the council is not cooperating and answering questions.
I think everyone agrees that the Vincent School system needs money, instead of offering a bribed by making a donation for improvements to the schools, why didn’t WR offer to build a state of the art school for the children in the area? We don’t have the answers for bring in more revenue, but we do not think bring a quarry is the solutions.

I hate it, but I have to live with it.
A few years ago, Nabisco stopped making my favorite cookie. I haven't been able to find one as good. I HATE CHANGE.
Wal-Mart decided to re-model their stores. I can't find anything. I can't find an employee who knows where anything is either. I HATE CHANGE
VINCENT FOREVER! I love it. Planned to live the rest of my days right here. I'm one of the vincent folks that the mayor was talking about when he said that Vincent folks like being vincent folks. But we like being Vincent folks without a rock quarry.
ANNEXATION! I really don't know. We haven't heard anything from Harpersville yet. With all our problems, I really can't imagine why they would want us.
We will know a lot more and very soon. Mayor Perkins is not known for sitting on his hands. He is a very good communicator, and he has the welfare of the citizens at heart. He will let us know precisely what to expect with a merger into Harpersville.
So, until we get the facts, lets not get all emotional and upset.

Well, well, well!
Rationale, I was at the council meeting on last night. I read the agenda that was posted. No one or nothing was on the agenda. The Mayor followed the agenda. The meeting was adjourned. In case you didn't know, you must be on the agenda in order to speak. Maybe you and others should obtain a copy of the agenda before coming to the meeting then you will know exactly what to expect.
The Mayor has stated that the citizens of Vincent know everything about the quarry especially if you attended White Rock meetings. From what I understand, White Rock has not asked for rezoning of the land until then what in the world do you want the Mayor to do? Say no before they ask? That would be a death sentence. There is a process to all of this. I'm sure the Mayor & council know who are against the quarry and who are for the quarry. While most of you are complaining, I bet they are working. Harpersville do get in Vincent's mess!

If the town of Vincent divides it will be because we choose to let it. I think we all like Vincent for the people and way of life. We are a small town and will stay that way i hope. What i do not understand, we won't do the things we all can agree on.
Take the schools, there is only one way a school receives money. Student count. It is that simple. It is the same in every state. Though i read blogs on how the county doesn't support Vincent schools.
Vincent has had two housing developers try to build new roof tops for Vincent, yet the city govt has made it all but impossible for them. There was one who wanted to build 65 homes, another who had 47 ready to build. One gave up on zoning, the other may sue the city over promises not kept.
Then there are two neighborhoods where the city will not take control of the roads. Autumn Drive and the Willows. Autumn Drive was inherited, and the builder died at the Willows. There maybe a technicality in both of these neigborhoods, but the fact is they are 100% Vincent citizens. The response boiled down to "not our problem" according to the mayor.
I have been to Autumn Drive and it is pitiful, and the Willows seems to be very doable.
Developments would help new people to come to Vincent. Though the mayor did not create these issues, he sure could have been a hero for solving them.

There was no stupid queston, no idiots making statments (maybe because of the media was there no one want to show just how stupid they were) All these left wingers shooting from the hip saying things that makes absoluitly no sense. But then again I have learned to consider the source.
Rational, do you think that the city works only for you...I think there are some 2000 people in Vincent, do you live in Vincent? have you ever gone to the town hall and ask can you talk with the mayor or your rep for your district? I have and I was treated very profeshionally. no I did not get what I wanted but it was explained to me reasonably.

As for the Quarry, NO I think this is ssomething that needs a lot of consideration however the people that are making the decisions in the town have been pushed and pushed to where we will more than likly get it, hey as I see it the folks in Mcalla are going to get a train switch no matter how much they protest and I am afraid that is what will happen here now.

wow! I just read the Hometown Marketplace with the list of the 57 people who signed the petition. I couldn't believe when I saw one of our council member's wife, 2 daughters and son-in-law's names on there. Aren't our council members supposed to uphold our town? Hum could this be a little unhanded?

NO not true. count the roads in Harpersville and count the roads in Vincent that are town owned, the numbers just are not there. This includes the Town of Vincent and the Town of Harpersville. I have asked everyone else, I will now ask you. Why does a historical society want to destroy a town with over 100 years of history? Can you answer this? If so, you will win the prize.
It is clear that you do not respect anyone that does not think like you do, walk like you do, talk like you do (As long as it is repeating your talking points). You want to destroy a town. “WE WILL NOT BACK DOWN, WE WILL NOT SURRENDER”. Does this sound familiar? If not, you are evidentially from an underfunded school system that is more focused on trying to get funding or keeping their job. (I am not directing this statement toward any school system. There was a blog by Economybooster talking about who prospered from the selling of the land. Let's start with the Zoning Board Member who sold their land to the quarry group.
At least the Naugles and Mudds are fighting for you to have a voice.
None of this would be happening if Mayor Ray would have come to his citizens in the beginning, and simply said we have a potential situation.I would like to hear from the citizens. He did not do that. The city council only started knocking on doors a month or so ago, when they felt some pressure to do their jobs.There was one exception. One Council member has made an effort to speak to his district and ask their opinions.
This started at least 2 yrs ago. If it wasn't for the citizens, no one would have know until it was to late.
It is pitiful when you have to beg your govt to work for you.
If our town had done what you know is right in the beginning, none of this would be going on at all. If the mayor had informed the citizens, and the majority of the citizens wanted the quarry, that would have been the end of it.
That was not done. Ask the mayor why. He is sitting back watching his citizens argue, when he could have prevented the whole thing.

Rationale, I have my notes from all of the meetings and will try to answer some of your questions based on what was said at the public meetings and the information provided. 1) How many jobs will this quarry provide? Answer they provided: There will be 123 jobs in Vincent. They even told us the types of jobs and the number of people in each type with a range of salary. 2) And how many of these positions will WR have already filled when this quarry come to Vincent? Answer they provided: They will only bring in 3 or 4 people from outside, hiring the remainder locally. Were you not at these meetings. 3) In actuality, they will not be bringing as many jobs as they are proposing they will bring, if position are already filled. Answer: According to what the quarry folks say, that is NOT TRUE. Do you have information that was not provided to me? I would like to see it...seriously. 4) A quarry, is not a typical place that employees many females. Answer: How are you going to blame them for that? If a female wants to drive heavy equipment she can choose to do so. Also, there are other "typical" jobs available. Look at the list that has been provided.
5) How many Vincent/Harpersville residents have license to operate or can operate the equipment used in operating a quarry? (forklift, frontloaded, back hoe, CDL, a hauling truck). Answer: Again, you didn't listen. At the meetings, they stated that there would also be onsite training. Plus, I suspect that Vincent residents are as qualified as anywhere else. 6) How many residents have a license or degree to fill positions for explosives? Answer: If you look at the list of jobs which has been provided and talked about at the meetings, there were no explosive jobs available. At the meeting the quarry folks said they will use an explosives company to do the blasting.
7) Again I ask, how many people in the Vincent/Harpersville area will WR hire? Answer again, they have answered this over and over....123 total with approximately 119 being local. Everyone is complaining that they don't have information. I went to the meetings...I heard the answers. You are simply not willing to listen.
Rationale, you ask for proof that money has not exchanged hands. You are the one making outrageous accusations...if the accusations are true, show me the proof. Heck, if it is true, I will not support the Mayor or quarry. I will push for someone to take legal action. You are simply trying to ruin the reputations of honorable people..its not right!

No Historical Society no White Rock just a simple vote by the people QUARRY OR NO QUARRY. No need to involve Harpersville or anyone else. OK, let me try to put it another way. As I understand it, the only thing to vote on is the annexation. The petition has been filed and certified, according to the news reports. Even the environmental lady provided by EBSCO said there has been no paperwork filed by a quarry. There has been no permit requested.
THE ONLY ISSUE IS THE ANNEXATION. That is it. It is that simple. It was you and the Mudds, Naugles, and Cantrells that saw to it that this was the only issue.
However, I like your idea. Let’s start up a group and file a petition to have Alabama annex into Georgia. Then we can say it is not about annexation, it is because the people cannot vote on allowing a nuclear waste dump to operate in Alabama.

Vincent4ever, I along with you love Vincent. Therefore let us try to come up with a solution that will deflate some of this escalating hostility not add to it. I choose to believe you along with all other Vincent citizens want this issue resolved like adults. It is not too late for there to be a vote on QUARRY or NO QUARRY. This would end or expose any hidden agendas. If the people are allowed to vote and everyone agrees to abide by the vote of the people for a quarry and there is a continued push for annexation it will provide proof that the quarry is not the issue and provided a fact not just an accusation.
Maybe I think too simply, I still say let the people vote QUARRY or NO QUARRY. I do not wish to incite angry or rage or defame anyone. Even if the Historical Society has another motive by letting the people vote QUARRY or NO QUARRY this would expose them, correct?

The Naugles and the Mudd dont have any interest in selling their land but have no problem in trying to give the town of vincent away. And I have a HUGE problem with that! The Mudd and Naugles also are feeding the people that they have in their little click a line of crap. They have their no quarry signs and vincent is not for sale i think we need some no annex signs! The Mudd and Naugle want to be a part of Harpersville then they need to take their crap and move to Harpersville, because Vincent has always been a close connected community and because of a few people and a MUDD it is trying to be destroyed! There is more "precious limestone" in the area besides where the initial HOLE will be made....you need to look at a geological map of the area. It actually goes through the town (Town Hall, bank, Smith's, etc) then runs up to Sterrett. So, with that being said, in years where is the next HOLE going to be??
Maybe in YOUR backyard if you are from Vincent....good luck!!!

Thank you Vincent4ever, you make a fine point. Charlatans need to be exposed without a doubt!!! The mayor and council can do this quite easily but as I have simplistically state do a quarry or no quarry vote. The initial rally cry will be eliminated and the covert goal will be revealed and the people will see them for who or what they really are, correct? I agree White Rock has not filed paper; but, if the zoning board and the council are stating there will be a quarry and you cannot fight big money then, waiting for White Rock to file paper work would be just a formality and really too late.
As I have stated maybe I think too simplistically, but if everyone loves Vincent, the way I choose to believe everyone does, then why can’t the mayor and council talk with the citizens of the historical society or whoever and negotiate:
We will abide by the will of the citizens of Vincent by allowing a vote for quarry or no quarry IF you will drop the annexation issue. Again problem solved or charlatans exposed!!!!

Here is the problem. After talking with a friend of mine which is attorney, I have a clearer understanding of what the petition means and the process it must take.
If it were like a petition to save a historic building, or requesting assistance for a project in a community. I would agree with you 100%. However, the petition to annex into Harpersville is not the same. This kicked off a legal proccess that must be followed through. This is I say Quarry or No Quarry no longer matters. If I understand correctly, it is now up to Harpersville Mayor and council to make the decision if they want us. Here is where I have a problem with the Vincent Historical and Environmenal Society,
In the legal process that the Vincent Historical and Environmental Society started. It is up to the Mayor and Council of Harpersville to determine if they want Vincent. Not the Harpersville People. If I were a citizen of Harpersville, after seeing the destruction and divide already caused by this historical society I would not want to have any part of it. But the Harpersville people WILL NOT HAVE A SAY. THEY CAN'T VOTE ON IT.
Jo Mudd knews this. Judy and Noble Naugle knew this. Everyone running the Vincent Historical and Environmental society knew this. When they decided to go this route, they became the same as the ones they were fighting against.

On a serious note , citizens of Vincent , you need to think of the outcome of this Quarry. The blasting , the ruining of beautiful farmland, the constant white dust covering everything and filling the air. This company is going to tell the citizens that all of these things are simple matters that won't exist . This company is throwing out dollar signs , to dig up your town and ruin the surroundings.Go to council meetings and stop this mess before it ruins this side of the county! And if this Vincent mayor went behind the citizens back and had anything to do with this company coming in- without discussing it with his voters that put him there, then I think its time he packs his bags instead of running to a neighboring town to bail him out! The folks who sold out to the Vecellio group and made the property available are the people responsible for this situation. It is NOT the Naugles or Jo Mudd ...they are trying to rescue Vincent from the destruction of the White Rock Quarry. If you want to call names then begin with Jimmy and Carolyn Hassett .. because the Hassett farm is the cornerstone of the project.

I would like to address your comment regarding the Hassetts. I know that family and I spoke to them just after the sale. I was told that they were only told that the land was for some sort of BIO fuels company! regardless let me ask you this, if someone asked to buy your property would you ask them what they are going to do with it? Get a life you sale and count the money, just as all the folks and the Naugles and Mudd group are going to do as soon as the Quarry comes in.(yes comes in) Hey look at this, why is it that only a few people and just a few people outside of the loop are doing much protesting at all. J Naugle J Mudd are positioning themselves for some big bucks!!! In an blog a few days ago I was supprised to hear that Naugle sold land to WRQ last year, did she not know that this would get back to people or was she just interested in turning the bucks?????
I drove down on hwy 62 just today and counted the houses in the area, as I could best count there are some 35 or so homes in that area. I don't know how much land but Wow are we talking about a bunch of money.....
So tell me this, for what do we owe thanks to Naugle or Mudd? For distroying our town??? If they get their way that is just what we will owe thanks for..

Yes, I would ask what the plans were for my property before I sold to a mysterious, out-of-town, unknown company. Especially, if it was land my grandfather purchased over 80 years ago. I would have valued the gift that had been passed to me from my grandparents to my parents and then to me. It would have been important that some industry/company not come in and completely destroy and ravage the home place.
Because of the unknowns, I would have been suspicious of dealing with this company. I would have had to know more about them and who they were representing. The purchasing agency and White Rock are both companys owned by the Vecellio group.
This begins with the land being sold.

Seems that those that favor the quarry are simply expressing their own greed. I am in the cone of destruction. If you pro-quarryites want to get YOUR mayor to support a vote, yes or no. I'll support a vote, IF the vote zones all Vincent land open to quarring limestone. Do YOU really want a quarry?

It was you that decided to destroy the Town of Vincent.
It was about heated debate about a quarry wanting to locate into Vincent. I feel we were making progress. Then Jo Mudd, Judy Naugle and Noble Naugle decided to divide the town between people that want to live in Harpersville and those that have a personal attachment to the Town of Vincent. I WANT TO LIVE IN THE TOWN OF VINCENT!
