National Standard Company of Columbiana has submitted a permit renewal application to the Alabama Department of Environmental Management (ADEM) for additional corrective measures at its closed plant.

National Standard was located just off Highway 70 near the railroad tracks in Columbiana.

The public will have 45 days from a publication notice date of Jan. 25 to comment or request a public hearing on the matter.

Additional corrective measures include excavation of contaminated soil and groundwater monitoring with deed restrictions.

The company must also address continued post-closure care, groundwater monitoring and take corrective action for releases to the environment associated with previous waste management practices.

According to ADEM, National Standard Company formerly operated a wire drawing facility in Columbiana.

The operations there included the manufacture of tire bead wire and hose wire from carbon steel rods.

The manufacturing operation included heat treating, cleaning, de-scaling, electroplating and drawing of wire depending on the end use.

A wastewater treatment plant and three surface impoundments (one unlined and two lined) were used to accommodate emergency situations in the production plant and wastewater treatment plan.

According to Linda Knickerbocker of ADEM&8217;s Compliance and Enforcement of Industrial Hazardous Waste Bureau, the waste managed in the surface impoundments listed as D008 and F006 are lead and wastewater treatment sludges from the company&8217;s electroplating process.

According to ADEM, the closure of surface impoundments was completed in September 1991.

The unlined impoundment was closed with waste in place and by installing an impermeable cover system designed to prevent infiltration through the unit and thus minimizing the migration of hazardous waste into the environment
