Since 1989 (and re-elected in 1994 and 2000 without opposition), Judge Welch has served as sole circuit judge of Monroe and Conecuh Counties. From 1983-1989, Judge Welch served as the District Judge of Monroe County, and 1981-1983 he served as the municipal judge, city of Monroeville. He has handled 29 capital cases and sentenced thousands of felons and served as an appellate judge. He knows how to protect society. Judge Welch is a colonel in the Army Reserve and a veteran of the Gulf War. He has served as Boy Scout Troop Leader, Little League coach and in the Kiwanis Club
