In other business, the council voted 4-1 to pass a motion requiring all Civic Complex-related expenses not “necessary and essential” to be approved by the City Council until Nov. 5. Council members Karyl Rice, Steve Powell, Bill Meadows and Ron Scott voted in favor. Nichols voted against.

The vote came after Rice requested the motion be added to the agenda during the work session.

“There are some rumors right now that there are expenses that are not necessary or essential,” Rice told the council. “There are things I don’t want to discuss in the general public.”

“My perception is that all expenses at the Civic Complex have been necessary and essential. I’d be disturbed to learn otherwise,” Nichols said.
