Montevallo City Council welcomes new members, appoints officials in organizational meeting

MONTEVALLO – The Montevallo City Council held its organizational meeting on Monday, Nov. 3, officially swearing in Mayor Rusty Nix and the city’s five council members as the new term began at City Hall.
Municipal Court Judge Victor Portella administered the oath of office to Nix—who begins his second and final term as mayor—and to the incoming City Council: David King (District 1), Lelia Mitchell (District 2), Kenneth Dukes (District 3), Brandelyn Nelson (District 4) and Alyssa Green (District 5).
The meeting marked the first for Nelson and Green, who were elected to their seats in the city’s August 2025 municipal election. Nix, King, Mitchell and Dukes all secured reelection.
Following the swearing-in ceremony, the council unanimously elected David King to serve as mayor pro tempore for the new term.
Council members also approved an ordinance which amends sections of the Montevallo Municipal Code to establish regular council meetings and outline their order of business.
The council then confirmed committee appointments for the upcoming term, designating the following chairs:
– Public Health and Safety: Kenneth Dukes, chair; David King and Brandelyn Nelson
– Sustainability: Lelia Mitchell, chair; Kenny Dukes and Alyssa Green
– Recreation and Community Development: Alyssa Green, chair; Brandelyn Nelson and Lelia Mitchell
– Education, Arts and Outreach: Brandelyn Nelson, chair; Lelia Mitchell and Alyssa Green
– Finance, Economic Development and Tourism: David King, chair; Kenny Dukes and Lelia Mitchell
In addition to organizing its committees, the council made several key municipal appointments. The following officials were reappointed: Todd Burr as police chief, Steve Gilbert as city clerk and treasurer, Victor Portella as municipal court judge, Mark Wilson as municipal court prosecutor and Levy Walker as municipal court public defender.
Burr officially succeeded longtime Police Chief Jeremy Littleton on Oct. 1 following Littleton’s retirement after 22 years of service with the Montevallo Police Department. City leaders have praised Burr’s leadership and expressed confidence in his ability to continue the department’s commitment to community policing.
The council also ratified the city’s bank accounts and signatories in a resolution passage, ensuring continuity in financial operations.
Council representatives to city boards and commissions were appointed as follows:
– Water and Sewer Board: Lelia Mitchell and Kenneth Dukes
– Historic Commission: Lelia Mitchell
– Arbor and Beautification Board: Lelia Mitchell
– Planning Commission: David King
– Sister City Commission: Brandelyn Nelson
Mayor Nix, who was reelected in August with 666 votes, said he looks forward to continuing the city’s progress.
“We’ll have to work together as a team to keep moving the city forward,” Nix said following the election. “We’ve doubled revenues over the past 4.5 years, and we want to keep Montevallo heading in a positive direction.”
The new council’s next regular meeting is scheduled for later this month at Montevallo City Hall.
