The Alabaster City Council noted the passing of Fred Phillips, former owner of the Buck Creek Cotton Mill, during Monday night&8217;s City Council meeting.

It was pointed out that Phillips was passionate to see the city develop the mill property.

The city purchased the mill property from Phillips last year.

Councilmember Tony Ryals said he was happy when the city bought the property and that he hated Phillips would not get to see the outcome
