Hoover to lease space to Association of School Resource Officers

HOOVER – The city of Hoover will lease “unneeded” space in its Public Safety Center located off Valleydale Road.

The Hoover City Council, at a meeting Dec. 19, approved the arrangement, which is scheduled to begin Jan. 1, 2017.

Hoover will lease about 2,480 square feet of space—including about 2,240 square feet of office space and 240 square feet of storage space—to the National Association of School Resource Officers.

According to an ordinance approved by the council that details the arrangement, the space will not be needed for at least the next three years.

The space is designated as Suite 207A at the City of Hoover Public Safety Center, located at 2020 Valleydale Road in Hoover.

The ordinance states that the use is a “public purpose” and the lease is in the best interest of the public and the city.

Fair market value for the leased space was determined to be $25,950, according to the ordinance, and NASRO will exchange services with the city to satisfy the payment.

NASRO will provide up to $10,000 of ongoing training for Hoover Police Department personnel who are school resource officers, including a basic training course, advanced training course, management training course and interview and interrogation training course.

NASRO will also “comp” the registration cost to the city for any HPD personnel who attend the National School Resource Officer Conference hosted by NASRO, and will provide 20 complementary registrations for National School Leadership Summit, which will be held in Hoover in May 2017.

In other business, the council:

  • Set public hearings for 6 p.m. on Tuesday, Jan. 17 to consider requests that come forward with positive recommendations from the Dec. 12 Planning and Zoning Commission meeting. Carmike Motion Pictures Birmingham III LLC is requesting conditional use approval for the sale of retail beer and retail table wine at the Carmike Theatre located at 801 Doug Baker Boulevard in the Village at Lee Branch. Also, the owner of property located at 4670 Valleydale Road, is requesting that the property be rezoned from Shelby County A-1 to C-2 (Community Business District). The property is located in unincorporated Shelby County.
  • Authorized the establishment of two checking accounts with PNC Bank for the management of the Hoover Metropolitan Complex.
  • Authorized Mayor Frank Brocato to execute an agreement to extend the notice to proceed deadline for a bid package related to the Hoover Recreational Complex Civil Package. The new deadline for the issuance of a notice to proceed to the contractor, which is Saiia Construction, is March 1, 2017.
