Violent crimes such as rape and sexual abuse can require registration as a sex offender, but residents may be less familiar with other crimes that carry a similar punishment.

 

Investigator Jessie Woodard with the Shelby County Sheriff’s Office said possession of child pornography is a crime he is dealing with more often, though actions that justify the charge may not be what people expect.

Possession of child porn is becoming more common with school-age children, Woodard said.

An example could be if a girl under the age of 18 sends a picture of herself nude to a boyfriend, who after the couple breaks up, shares the picture with friends.

The boyfriend and his friends in this case could be guilty of possession of child pornography. Other charges could include production and dissemination of child pornography.

Conviction of such charges could require registering as a sex offender with the Sheriff’s Office for a period of 10 years.

School officials sometimes hear rumors of such photos circulating around the school, confiscate a mobile phone and then contact police.

By the time police become involved, the photo could have been shared among many students.

“It just kind of spirals,” Woodard said. “It goes through multiple text messages and maybe even social media sites. Before you know it, half the school has child pornography on their phones, and it can happen in a blink.

“I don’t know if parents realize how easy and how common this is.”

Most people’s experience with sex offenders is probably limited to those on the public notification list.

These offenders must register with the Sheriff’s Office and are added to a public registry, a searchable database that tracks offenders’ addresses and crimes. The law also places restrictions on where offenders can live and work, and requires that neighbors be notified.

There are 153 offenders on the public notification registry, an increase from 151 at this time in 2016 and 143 in 2015.

Only about half of the local sex offenders have been convicted of offenses that require notification and inclusion on the public registry.

The Sheriff’s Office also maintains a non-public notification list. The total number of sex offenders registered in Shelby County is 262 this year, Woodard said, an increase from 255 in 2016.

“It is steadily going up,” he said.

Those on the non-public notification list were convicted as juveniles, or work or attend school in Shelby County but live elsewhere.

Residents can search the public online registry by visiting ShelbyCountySO.com, hovering over “Sex Offenders” on the left side of the page then clicking on “View Registry.”

The page also allows residents to register for email alerts and share information about offenders with friends, and provides safety tips.

Woodard encouraged residents to remain vigilant and work with law enforcement.

“We need the public’s assistance in keeping an eye on all of these people,” he said.
